The Department of Public Works, Project Management Division III, is seeking experienced Construction Managers to help manage the bid opening and bid analysis process.
Candidates are required to have at least 10 years (CM II) or 15 years (CM III) of progressive experience in managing municipal infrastructure projects through permitting, construction, and close-out. Candidates with experience managing/constructing roadway infrastructure will be given preference.
Candidates are required to possess the following:
1. Minimum 10 years (CM II) or 15 years (CM III) of project management and concurrent field construction experience.
2. Licensed professional or Certified Construction Manager (CCM)
3. Education background in Civil Engineering, Construction Management, or related field.
4. Effective oral and written communication skills.
5. Work experience in project planning and development.
6. Ability to independently manage all aspects of a project.
7. Ability to develop and control project scope.
8. Ability to develop and maintain project budgets.
9. Ability to develop and review project schedules.
10. Skilled in reviewing and coordinating the preparation of construction documents.
11. Ability to effectively facilitate project team and client meetings.
12. Ability to effectively negotiate and prepare change orders.
13. Ability to effectively monitor and coordinate construction activities with the various project stakeholders.
14. Ability to adapt and respond effectively to project issues and challenges.
15. Ability to set and manage project expectations.
16. Must be knowledgeable in CEQA/NEPA.

Job Details

Experience in the following is desirable:
1. Job Order Contracting (JOC) project delivery.
2. Design-Bid-Build project delivery.
3. Deferred Maintenance/Refurbishment projects.
4. Knowledge of Public Contracting Code and practices.
5. Assist with advertise, bid opening, bid analysis, award for Job Order Contract (JOC) projects (perhaps all PMD3 projects in the near future)
6. Prepare and update the checklists and task lists (before bid opening to award) (after award to execution of contract)
7. Prepare and assist with contract execution process
8. Prepare and assist with responses such as status inquiries and contract compliance for all projects
9. Assist with JOC capacity and work orders
10. Upload items such as project plans, specs, Notice of Inviting Bids (NIB), Bid Proposal (BP), Instructions to Bidders (ITB), Bidders Responsibility Questionnaire (BRQ) (if necessary)
