Job Details

Essential Functions

Supervise and coordinate the processing and transmission of payroll information to outsourced vendor in accordance with deadlines and internal procedures, including supplemental or off-cycle payrolls.
Review timecards for accuracy, including verification of salary information, and ensuring correct documentation and resolution of discrepancies through professional and effective communication.
Ensure payroll reporting is in compliance with various state and federal laws and regulations, as well as all policies and procedures.
Directly supervise and oversee payroll staff providing training, guidance, and support.
Work closely with Manager to maintain accurate and current payroll data is configured into system to comply with all state, federal and regulatory agencies and guidelines.
Ensures the timely and accurate recording and reporting of all payroll transactions, verifying computations, withholdings, and deductions associated with net payroll are correct.
Critically review and analyze payroll, benefits and tax procedures in order to evaluate and make appropriate recommended changes leading to best-practice operations and improvements in operational efficiency.
Interface with internal and external auditors and provide information and documentation, as required.
Communicate actively with Executives, HR, and Accounting to review cross-departmental impacts and reconcile data sharing to ensure seamless and timely integration of information.
Audits the processing and reconciliation of additions, deletions, and changes in employee compensation and benefits, such as medical and life insurance, and reconciles back to monthly payroll reports, GL reports, schedules, and corresponding remittance to verify expenses and accruals are reported accurately.
Ensures the accuracy of contributions per pay period for employee elective deferrals and employer matcher.
Supervises the preparation of manual payroll checks for terminated employees, or employees exiting for leave of absence as needed, and ensure amounts are accurate, processed timely, and include appropriate signatures/paperwork.
Supervises the handling, processing, and reconciliation of garnishments of employee salaries, insurance premiums, deferred compensation withheld and other deductions.
Performs a detailed review and reconciliation of annual W-2s ensuring accurate and timely delivery of forms.
Supervises the preparation and filing of various statutory required state and insurance reports such as those required for workers compensation, and surveys.
Supervises the maintenance of records and the reconciliation of Annual reports.
Provide assistance with the preparation and review of annual department budgets as it relates to staffing and payroll related items.
Oversees the maintenance of payroll records, logs, and files in accordance with internal policies and procedures and state and federal laws and regulations.


Other Functions

Maintains confidentiality of all information held in accounting including protected health information, employee salary information, and other financial information held in Accounting Department files.
Oversees journal entries to record transactions related to payroll, benefits, retirement contributions.
Assists in other departmental projects, including check distribution, budgeting, internal and regulatory reporting.
Assists in establishing and revising written policies and procedures of the Accounting Department.
Performs other job-related duties as needed by the department or assigned by the Controller.
Adheres to all company policies and procedures relative to employment and job responsibilities.

Experience:
Five (5) years of automated payroll and electronic time keeping experience AND five (5) years of accounting or auditing experience including a minimum of (3) years of supervisory experience required. Experience in a medical insurance or an HMO or other healthcare related business is highly desirable. Certified Payroll Professional preferred.

Education:
Bachelor’s degree in Business Administration from an accredited school or equivalent with a concentration in Accounting or Finance required.
