Job Details

The Finance Director is responsible for all fiscal functions of the organization and ensures compliance with all regulations from funding agencies. The Finance Director supervises and manages organizational programs and personnel, while overseeing contracts, including subcontractor agreements, grants, and federal compact and funding agreements.

Essential Duties & Responsibilities


Promotes the goals and objectives of the organization's mission, vision, and values.
Develops and manages strategies to ensure effective financial planning and analysis; reviews organizational strategy to determine financial resource requirements and goals.
Develops tactical goals for the finance division, determines scope and priorities of projects, and coordinates resources required to achieve goals.
Supervises financial reporting and budgeting functions; monitors budget analysis, revenue cycle, and financial planning activities.
Organizes and utilizes diverse funding streams to meet funding deliverables and overall organizational goals.
Oversees and directs budgeting, accounts receivable and payable, billing, auditing, payroll, tax accounting, contract health services, purchasing, and insurance activities.
Manages the Fiscal Department, including staff hiring, onboarding, evaluations, development, and training.
Provides leadership, direction, and guidance on financial and technical strategies and priorities.
Identifies, prioritizes, and escalates issues to executive leadership and governing bodies as needed; tracks action items to completion.
Provides financial advice to executive leadership and governing bodies, including negotiating fiscal- and revenue-related decisions for budgetary and strategic planning.
Monitors cash flow and prepares annual/monthly cash flow forecasts.
Oversees revenue cycle processes, identifying improvement opportunities and troubleshooting to ensure collection of potential revenue.
Maintains strict confidentiality of organizational and patient information in accordance with HIPAA regulations.
Ensures departmental operations align with established policies and procedures.
Prepares regular financial reports for governing leadership and committees.
Prepares required reports, including:

Annual Medicare and Medi-Cal Cost Reporting
Quarterly and annual financial reports to funding and regulatory agencies
Annual property tax filings
Annual business license renewals
Annual Worker's Compensation audits (with HR)



Manages departmental supplies, equipment requisitions, and inventory.
Ensures internal accounting controls are established and followed.
Monitors the financial components of all contracts and grants; serves as primary liaison with funding sources.
Supports pharmacy compliance initiatives as needed.
Develops and monitors budgets across funding sources, including timely reporting to funding agencies.
Ensures compliance with federal, state, and local regulations.
Prepares financial data to support indirect cost rate proposals and related negotiations.
Prepares market analysis and budgetary projections for new services.
May provide work direction and training to other staff supporting executive administration.
Coordinates and supports the organization's annual audits; conducts additional audits as needed.
Develops and maintains the Fiscal Policy and Procedure Manual.
Ensures all duties are performed with the utmost regard for personnel safety and health.
Performs other duties as assigned.

Qualifications

Required Education & Experience


Master's degree in Business Administration (MBA) and one year of experience managing a financial office or finance-related section, including supervision of personnel and general ledger work;
OR
Bachelor's degree in business, accounting, or a related field, with 5 years of general ledger accounting experience and 3 years of documented supervisory experience;
OR
Associate degree in business, accounting, or a related field, with 8 years of general ledger accounting experience and 5 years of documented supervisory experience.
Demonstrated experience in budget preparation and fiscal management, with the ability to combine, consolidate, and integrate financial presentations.
Experience developing, reviewing, and administering fiscal, billing, and accounting policies and programs.
Demonstrated knowledge of revenue cycle management; tribal or IHS health experience preferred.
Strong computer skills, including Windows, MS Word, MS Excel, and accounting software (high Excel proficiency required).
Grants management knowledge.


Preferred Education & Experience


Active CPA license.
Experience with federal contracting programs (e.g., 638 Contracting), 2 CFR Part 200 Subpart F, GASB, GAAP, and related governing regulations.
Ability to communicate effectively with community groups, agencies, and medical facilities serving the American Indian community.
