We are seeking a highly motivated and experienced Permanent Human Resources Manager to join our dynamic team in the construction industry. As the HR Manager, you will be responsible for overseeing all aspects of human resources, including payroll, talent acquisition, and compliance with certified payroll regulations. This is a full-time, permanent position that offers excellent growth opportunities within our expanding organization.

Responsibilities:
1. Talent Acquisition: Develop and implement effective strategies to attract, recruit, and retain top talent in the construction industry. Collaborate with hiring managers to identify staffing needs and ensure a smooth recruitment process. Conduct interviews, screen candidates, and make recommendations for selection.

2. Onboarding and Orientation: Coordinate and conduct new employee orientation programs to ensure a seamless integration into the company culture. Provide guidance and support to new employees during the onboarding process. Develop and maintain employee handbooks and policies.

3. Payroll Management: Oversee payroll processes, ensuring accurate and timely processing of employee time and attendance records. Collaborate with finance department to ensure compliance with payroll regulations and resolve any payroll-related issues. Maintain payroll records and prepare reports as required.

4. Employee Relations: Act as a trusted advisor to employees and management on HR-related matters. Address employee concerns, conduct investigations, and provide guidance on conflict resolution. Promote a positive and inclusive work environment through effective communication and employee engagement initiatives.

5. Performance Management: Develop and implement performance management programs to drive employee productivity and engagement. Provide guidance to managers on performance evaluations, goal setting, and performance improvement plans. Identify training and development needs and coordinate appropriate programs.

6. Compliance: Ensure compliance with all federal, state, and local employment laws and regulations, including certified payroll requirements. Keep up-to-date with changes in labor laws and update policies and procedures accordingly. Prepare and submit necessary reports and documentation to regulatory agencies.

Qualifications:
1. Bachelor's degree in Human Resources, Business Administration, or a related field. Relevant certifications such as Certified Payroll Professional (CPP) are highly desirable.

2. Minimum of 3 years of experience in human resources, preferably in the construction industry. Strong knowledge of HR principles, practices, and employment laws.

3. Proven experience in talent acquisition, including sourcing, screening, and interviewing candidates. Ability to effectively assess candidates' qualifications and fit within the organization.

4. Solid understanding of payroll processes and experience with payroll software. Ability to accurately calculate wages, deductions, and taxes, and ensure compliance with payroll regulations.

5. Excellent interpersonal and communication skills, with the ability to build rapport and maintain effective relationships with employees at all levels of the organization.

6. Strong problem-solving and decision-making abilities. Ability to handle sensitive and confidential information with discretion and integrity.

7. Exceptional organizational and time management skills, with the ability to prioritize and multitask in a fast-paced environment.

8. Proficiency in HRIS systems and Microsoft Office Suite, particularly Excel and PowerPoint.
