Job Details

We are seeking an experienced Federal Construction Estimator to lead the estimating and preconstruction efforts for federal design-build and vertical construction projects.

This individual will play a critical role in identifying opportunities, developing winning proposals, preparing detailed estimates, supporting contract negotiations, and ensuring a smooth transition from preconstruction into project execution.

The ideal candidate understands federal procurement processes, has extensive experience pricing government construction work, and can confidently navigate complex plans, specifications, and contract requirements.

Key Responsibilities

Develop conceptual, budgetary, and detailed construction estimates for federal projects
Analyze drawings, specifications, scope documents, and solicitation packages
Lead bid preparation efforts from opportunity identification through contract award
Manage subcontractor and vendor outreach, qualification, and pricing efforts
Prepare quantity takeoffs, labor analyses, material pricing, and cost forecasts
Collaborate with operations teams during project handoff and buyout activities
Support proposal development for Design-Build, MATOC, IDIQ, and task order pursuits
Evaluate project risks, constructability concerns, and value engineering opportunities
Track market pricing trends, labor rates, and subcontractor availability
Participate in pre-bid meetings, site visits, and client engagement activities
Assist with budgeting, scheduling, and preconstruction planning initiatives
Maintain accurate estimating records and reporting documentation

Qualifications

Bachelor's degree in Construction Management, Engineering, Business, or related discipline
10+ years of construction estimating experience
5+ years focused on federal construction projects
Experience estimating vertical construction projects valued at $10M+
Strong knowledge of FAR and federal contracting requirements
Proven experience with Design-Build delivery methods
Experience pursuing and executing work for agencies such as: USACE, NAVFAC, GSA, DOD, etc.
Ability to read and interpret construction drawings, specifications, and contract documents
Strong understanding of construction means, methods, scheduling, and cost control
Excellent communication, organizational, and problem-solving skills

Preferred

Experience with MATOC, IDIQ, and Job Order Contracting (JOC) programs
General Contractor license
Existing relationships with federal subcontractors and vendors
Experience supporting both estimating and preconstruction functions

Travel

Periodic travel will be required for project site visits, pre-bid meetings, client engagements, and project planning activities.

Work Environment

This position operates in both office and construction site environments. Site visits may involve exposure to active construction conditions, including uneven terrain, elevated work areas, varying weather conditions, and other construction-related hazards. Appropriate PPE will be required when visiting project sites.
