Job Details

Working with the Vice President, Business Intelligence and Enterprise Applications, this position will develop, implement, support and use a data strategy ensuring data is accessible, secured, timely, accurate, and consistent. The position will help to architect the business intelligence solution for Empower that promotes access to data in a self service model. The position will work with the Vice President, Business Intelligence and Enterprise Applications to establish and support a data governance practice as well as develop and maintain the artifacts needed.

The position will support reporting and analytical needs across the organization by developing complex analytics and reports as well as mentoring/leading a matrixed group of report developers and analysts within each functional area, This position will promote the correct use of data through the development of policies, procedures, training, user manuals and example/template reports and analytics..

Responsibilities and Attributes for Success:
  • Define and document data, application, system architecture
  • Lead cross organizational projects and meetings
  • Assess and recommend solutions for data management, reporting and analytics
  • Communicate data and technical concepts to business leaders
  • Identify problems and opportunities and drive to solutions
  • Develop reports and analysis on diverse set of data to support operational and regulatory needs
  • Identify opportunities to promote data analysis and develop the analysis, trends, projections, algorithms to support it
  • Research and identify new data sources based upon current and future business needs
  • Develop policies, workflows and other documentation as needed


Experience Required:
  • Minimum Bachelor’s degree in Mathematics, Statistics, Business Administration, or related field with a relevant advanced degree (MHA or MBA) preferred
  • Extensive experience in Medicaid and Managed Care.
  • Extensive experience in Analytic role
  • Proficiency with SQL and analysis tools
  • Experience with data visualization tools, machine learning, text mining, data mining
  • Knowledge of data governance concepts and tools
  • Experience with data management systems and ETL frameworks
  • Knowledge of HIPAA, NIST and other security requirements
  • Experience in generating process documentation including workflow and data modeling techniques
  • Extensive experience in developing requirements gathering, testing and documentation
  • Experience in conducting cost/benefit analysis, impact analysis, GAP analysis, RISK analysis, SWOT analysis, etc.
  • Strong verbal and written communication skills for internal and external (clients, state bodies, vendors)
  • Process orientation with strong organizational/leadership and analytic skills(troubleshooting, attention to detail, etc.)
  • Experience leading large software projects
  • Experience engaging all levels of an organization in a collaborative and confident style that engenders credibility
  • Ability to work in a “start up” culture with limited supports and resources
  • Ability to drive projects to completion
