Summary
Our client is seeking a Senior IT Program Manager to lead execution across a portfolio of critical enterprise IT initiatives spanning infrastructure, networking, enterprise applications, end-user technology, creative technology, and IT service management.

This is a hands-on program leadership role, not a project coordination position. The ideal candidate will drive execution, accountability, and delivery across technical teams and third-party vendors while bringing enough technical depth to challenge assumptions, identify risks early, and communicate complex initiatives to executive leadership.

Success in this role requires experience operating in business-critical environments where IT performance directly impacts operations. The right candidate will improve program execution, strengthen delivery processes, quantify resource constraints, and provide clear visibility into project status without creating unnecessary overhead.

Responsibilities
Program Leadership
Own delivery of a portfolio of high-impact enterprise IT initiatives.
Translate business priorities into structured programs with defined milestones and measurable outcomes.
Drive execution across infrastructure, enterprise systems, end-user technology, creative technology, and IT service management teams.
Identify delivery risks, resource conflicts, and dependencies while proactively removing roadblocks.
Develop capacity planning and demand models to support prioritization, staffing decisions, and delivery forecasting.
Program Management & Jira Administration
Establish Jira as the primary platform for project planning, execution, reporting, and portfolio management.
Lead the migration of project tracking from legacy tools into standardized Jira workflows.
Build scalable program structures, dashboards, dependency tracking, and executive reporting.
Ensure Jira provides meaningful visibility for both technical teams and executive stakeholders.
Cross-Functional Leadership
Partner with IT leadership, architects, engineers, and business stakeholders to drive successful delivery.
Lead cross-functional initiatives without direct reporting authority.
Validate project scope, sequencing, technical feasibility, and implementation plans.
Balance operational stability with modernization initiatives and technical debt reduction.
Vendor Management
Manage delivery performance of external vendors, consultants, and technology partners.
Hold vendors accountable for quality, timelines, scope, and contractual commitments.
Identify execution gaps and work collaboratively to resolve delivery issues.
Monitor vendor performance, costs, and project risks.
Executive Communication
Serve as the primary point of contact for executive stakeholders on major IT programs.
Deliver concise updates on project status, risks, dependencies, and business impact.
Translate technical execution into clear business outcomes.
Provide visibility into program progress, resource constraints, operational improvements, and realized value.
Process Improvement
Establish scalable program governance appropriate for a fast-growing organization.
Standardize delivery practices while maintaining flexibility across teams.
Identify opportunities for automation, tooling improvements, and process optimization.
Lead retrospectives and continuous improvement initiatives to strengthen future delivery.

Qualifications
Bachelor's degree in Information Technology, Computer Science, Engineering, Business, or a related field.
PMP, PgMP, SAFe, or similar project/program management certification preferred.
7+ years managing complex enterprise IT programs or portfolios.
Experience leading multi-workstream initiatives involving infrastructure, networking, enterprise systems, endpoint technology, or IT operations.
Proven ability to operate strategically while remaining hands-on with execution.
Strong expertise administering Jira at the program and portfolio level, including workflows, dashboards, reporting, and dependency management.
Working knowledge of enterprise IT domains including infrastructure, cloud platforms, identity management, endpoint technologies, and IT service management.
Experience working within Agile, hybrid, and traditional delivery methodologies.
Understanding of IT budgeting, vendor management, capacity planning, and resource forecasting.
Strong executive communication and stakeholder management skills.
Analytical, organized, and comfortable making decisions in complex technical environments.
Prior experience in IT engineering, operations, or technical service delivery is highly desirable.
Working knowledge of ServiceNow and ITSM concepts preferred.
Experience improving delivery maturity within growing or evolving organizations.
Background supporting operationally critical environments where system availability and execution directly impact business performance is highly preferred.
