Job Details
Key Responsibilities:
Qualifications:
- Lead the strategy, planning, and execution of horizontal infrastructure for large-scale mixed-use developments.
- Act as the primary liaison between internal teams, city agencies, utility providers, and engineering consultants.
- Manage entitlement processes and negotiate infrastructure agreements with public entities.
- Oversee infrastructure budgets, schedules, and value engineering opportunities from concept through construction.
- Coordinate site preparation, grading, stormwater systems, roadways, and utility installation.
- Ensure timely delivery of pad-ready sites for vertical development partners.
- Develop and manage relationships with city officials, transportation agencies, and regulatory bodies.
Qualifications:
- 15+ years of experience in infrastructure development, civil engineering, or land development.
- Proven track record representing owners/developers on $100M+ infrastructure programs.
- Strong understanding of entitlements, CEQA/NEPA, utility coordination, and agency interface.
- Ability to navigate complex multi-jurisdictional environments and manage public-private funding models.
- Bachelor’s degree in Civil Engineering, Construction Management, Urban Planning, or related field (PE or MBA a plus).
