Reporting to the Senior Vice President & Chief Financial Officer, the Network Vice President of Finance will serve as a key leader to develop, interpret, coordinate and administer the strategy, operations and policies of finance for the hospital's network. The position will provide financial stewardship and direction through effective business leadership, internal controls and operating and capital budget development, monitoring, and management. The Vice President of Finance has direct oversight for the integrity of all financial information and reporting. The position participates with other senior management to address, interpret, resolve, and monitor financial, operational, and strategic issues. Proactively works in a collaborative manner with other members of the Senior Leadership Team to improve financial performance and attain strategic goals and objectives. The position will oversee all functions of finance, budgets, reimbursement, cost management, internal controls, financial planning, decision support, managed care and supply chain for the network.
1. Integrates operational objectives with actual working relationships to identify and implement an effective Finance, Accounting, Materials Management, Financial Planning, Budgeting and Reporting structure.
2. Oversight of annual operating and capital budget process, monitors and analyzes ongoing performance and productivity and implements necessary corrective plans.
3. Directs the recording and controlling of the Network’s accounting transactions. Ensures that all accounting systems safeguard the assets of the Network and provide viable management information. Ensures that accounting standards conform to regulatory requirements and generally accepted accounting principles.
4. Actively supports activities to improve the cost effectiveness of the Network.
5. Provides financial expertise in the planning of new services and the expansion of existing services promoting revenue growth.
6. Maintains a working knowledge of federal, state and commercial health plan reimbursement methodologies. Ensures compliance with federal and state regulations involving areas of oversight.
7. Monitors capital asset expenditures to ensure alignment with long-range capital plan.
8. Leads efforts to ensure compliance with the debt documents through gathering of information, continual monitoring of Network transactions and performance, review of critical financial covenants, and timely reporting to the Company’s creditors.
9. Leads the development of annual Rating Agency presentations and periodic analytics, including summarizing the Network’s strategic direction and financial forecast, review of rating agency draft reports prior to publication and communication of intended financial activities that may impact the ratings.
10. Provides oversight of financial decision support reporting and analytics.
11. Provides oversight of systems, reports and processes to ensure accurate and timely revenue reporting and management in collaboration with revenue cycle leadership. Works closely with compliance and revenue cycle on any revenue matters that may result in a violation of contracts or regulations.
12. Collaborates with leaders to implement financial plans and productivity benchmarks, and to monitor progress toward financial goals.
13. Promotes a culture of data-driven decision making.
14. Collaborates with Purchasing to identify annual plans of strategic focus for expense reduction through various efforts including contracting, standardization and utilization. Provides oversight of, and ensures compliance with, the organization’s Financial Authorization Policy.
15. Develops staffing strategies and initiatives to hire talented staff, consistent with the Hospital’s quality standards, for areas of responsibility. Manages employee relations, affirmative action, complaint resolution, worker’s compensation, employee safety and other workplaces issues for areas of responsibility. Provides oversight for the development and management of the budget and other financial measures for areas of responsibility.
Education:
Bachelor’s degree required, CPA and/or FHFMA with accounting degree preferred. MBA or master’s degree in related field preferred.
Experience:
15+ years of experience in all aspects of healthcare finance. Necessary skills include analytical ability, good judgment, able to appropriately manage confidential matters, and strong commitment to the organizational focus. Position requires a self-directed individual who is a team player and able to work with all levels of the organization.
